Recycled content under the PPWR: categories and timing

Article 7 sets minimum post-consumer recycled content levels. The first stage applies from 1 January 2030 or three years after the implementing act under Article 7(8) enters into force, whichever is later. Rates vary by packaging category; other plastic packaging generally has a 35% requirement. Calculation is by packaging type and format, averaged per manufacturing plant and year. Exemptions and further conditions apply.

Plan material selection and component requirements together

For OEMs and suppliers, preparation starts with an inventory of the packaging in use. Material, transported goods, loading and reuse cycles determine the technical requirements that a different material grade must meet.

• Material availability: Discuss suitable grades and supply options with the suppliers involved.
• Technical testing: Test strength, dimensional accuracy and protection on the actual component. Recycled content alone does not describe these properties.
• Material information: Compile origin, composition and available evidence for the specific material grade.
• Project schedule: Allow for development, sampling and approvals.
